What’s been happening:

A United States Army Colonel (Retired) and nontraditional public school superintendent in Washington State. He was among the army's first Equal Opportunity officers in the early 1970's. In the 1980's he was the Chief of Threats on AirLand Battle Future (Heavy), which designed army doctrine and force structure for 2004-2019. The task force programmed $400 billion for future force structure acquisitions. In the 1990's he served as the G-2, 2nd Armored Division, Ft Hood, Texas; Deputy Cmdr, 470th Military Intelligence Brigade, Panama; Senior Army Intelligence Officer for Central and South America and the J2, Joint Task Force, Panama. His last active duty assignment was as the Cmdr, Yugoslavia Intelligence Task Force, Joint Chiefs of Staff, that provided intelligence insight to national military policy development throughout the Balkans. Following his military retirement, in 1998, the Eatonville School Board appointed Ray as superintendent of the 540 square mile district, which is one of the few school districts in the world with an active volcano within its boundaries. During his tenure the community passed three local tax levies totaling: $34,185,888. The voters also passed, by nearly a 70% yes vote, a $38,400,000 capitol bond the first in 29 years. Throughout Ray's tenure the district has seen community relations, school safety and academic achievement markedly increase.
